This is a defensive play used when your options are limited and you want to limit the options of the next player. The idea is to hit the designated ball and the send it to a place on the table where the cue ball will have a hard time reaching it. If executed well, the next player will have a hard time, and potentially could foul leading to a ball in hand for the first player.
I am definitely going to play a safety shot here, because otherwise I am likely to miss this shot.
