This portion of the cue is just below your tip. This piece of the cue is made of a strong material, because its job is to strengthen the tip area and reduce vibrations from the impact of your shot. The ferrule is attached by slipping, threading, or gluing it onto the end of the shaft, and it is shaved down to fit the taper size of the shaft. Different cue manufacturers use different designs, physical materials, and lengths to offer you their best effort at a strong and effective ferrule. The higher end brands can even offer you a ferrule that will produce less cue ball deflection and a more consistent hit.
The ferrule on my cue keeps getting all chalky, I like to try and keep it clean.
